Create a calculator specification to test OpenSpec with arithmetic operations.

Motivation

Second test spec to validate:

• Multiple proposals can coexist
• Different spec patterns (operations vs simple values)
• Error handling scenarios

Scope

• In scope: Basic arithmetic operations spec
• Out of scope: Advanced math, scientific functions

Impact

• No production impact - test spec only
