Add Test Spec

Summary

Create a test specification to validate the OpenSpec workflow and tooling.

Motivation

This proposal tests the end-to-end OpenSpec process including:

• Proposal creation and structure
• Spec delta format with requirements and scenarios
• Validation workflow
• Apply and archive stages

Scope

• In scope: Single test spec with basic requirements
• Out of scope: Any actual implementation or code changes

Impact

• No production impact - test spec only
• Validates OpenSpec tooling is working correctly
